Carnegie Mellon University's Finance Division is searching for a strategic leader to transform Procurement Services. Reporting to the vice president for finance and chief financial officer, the executive director will oversee the university's strategic procurement and other aspects of the university's procurement needs. This role will be responsible for evaluating campus-wide spend analysis, strategic vendor relationships and procurement consortiums while ensuring the university's sustainability, diversity initiatives and proper internal controls structure are reflected in procurement policies and practices. The executive director will also be responsible for improving the range and quality of procurement services, ensuring fiscal responsibility, efficiency and accountability while ensuring compliance with university purchasing policies and procedures. The executive director will create, manage, review and implement effective policies and procedures across the campus community including appropriate documentation and process improvement.
Core responsibilities will include:
Developing and implementing strategic and operational initiatives that support the university's strategic plan.
Providing leadership with the development, planning and execution of focused sourcing strategies to improve the range and quality of procurement services to ensure fiscal responsibility, efficiency and accountability.
Enhance and create opportunities to align the University's sourcing and spend goals with the Procurement organizational structure and skill sets.
Engage academic and administrative units to identify areas that can be sourced university-wide to optimize university funds and create capacity.
Ensuring critical relationships with suppliers are developed and maintained to deliver efficient sourcing strategies and solutions and creating a formal program to monitor supplier performance.
Utilizing current and emerging technology to strategically serve the procurement and business services needs of the university.
Consulting to create the best contractual outcome including efficient negotiations and strong legal and business terms.
Monitoring and evaluating safety, quality, cost and delivery against relevant critical metrics and service-level agreements.
Executing contracts against governance guidelines and required approvals.
Understand and execute Uniform Guidance requirements and ensure that the Procurement policies and procedures support compliance.
Understand and support the university in requirements for Small Business Utilization and associated requirements. Create a program to monitor category metrics to ensure categories and suppliers are performing in compliance with contracts; coordinating actions to address issues and mitigate risks; ensuring the procurement team manages supplier compliance to contractual terms.
Ensuring the Carnegie Mellon procurement process exceeds the expectations of all partners including federal, state and local government authorities as applicable, as well as campus stakeholders.
Providing procurement training to direct reports and campus stakeholders to enhance procurement services.

You should demonstrate:
Effective leadership and management skills; ability to motivate, execute and mobilize a group of professionals to complete high quality work on time and to meet deadlines.
Ability to drive operational excellence through the application of Lean practices including the introduction of standard work meaningful to the university.
Strong analytical, problem solving and reporting skills.
A desire to create solutions and provide excellent customer service in a strategic and consultative manner.
Proven experience in maintaining relationships with third-party partners and internal customers.
Effective interpersonal, oral and written communication skills with the ability to professionally interact with internal and external customers.
Ability to work within a reciprocal team environment with cross-functional teams while assuring prompt and effective delivery of essential goods and services.
Bachelor's degree in business administration, accounting, finance or a related discipline from an accredited college or university; master's degree preferred.
Ten years of progressively responsible experience in procurement services and experience with large complex procurement systems.
Proven experience in transforming or implementing change on a large scale within a procurement unit.
Preferred certifications in the procurement field such as CPPB, CPP, CPPM and/or other business credentials, e.g. CPA.
