SUMMARY:
ESSENTIAL DUTIES AND RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.
Responsible for ensuring that the accounting procedures within a school system meet all federal, state and local requirements.
Responsible for all district financial reports.
Responsible for the annual financial audit to be performed by an independent qualified / licensed CPA firm including auditor selection process, auditor contract, audit scheduling, and coordinating the School District’s response to documents and reconciliations requested by the auditors.
Responsible for the collection of all revenues and the investment of district funds in accordance with Board policy and state statute.
Responsible for the development, implementation, and oversight of the annual school district budget and working with district administrators during the process.
Responsible for ensuring that all student activity accounts operate in accordance with board policy and proper accounting procedures.
Responsible for implementing and managing a payroll system that meets all federal, state, and local district requirements.
Responsible for implementing and managing a purchasing system that makes optimum use of district resources and meets the board policy on purchasing.
Responsible for District accounting software including operation, maintenance, improvements, and staff training. (The District currently utilizes Infinite Visions accounting software program).
Responsible for the risk management program of the district including recommending and securing proper levels of insurance coverage, maintenance of policies, inventory and appraisal documents.
Prepare District budget in accordance with Local Budget Law.
Coordinate and oversee the annual financial audit process including responding to auditor requests for information, documents, workpapers, and reconciliations.
Understand and execute Public Procurement Procedures.
Ability to assist in the development of district policy in relevant areas to fiscal services.
Manage District-wide plans (i.e., Safety and Health Plans).
Collaborates and attends local ESD and State Business Manager forums and events.
Responsible for all long-term building leases.
Perform other duties as assigned.

EDUCATION AND RELATED WORK EXPERIENCE: Bachelor’s Degree in a major, pertinent to the position requirements such as accounting or finance.
Executive/managerial experience in budgeting and finance in a school district, college or related governmental environment or in a related private sector position. Master’s degree preferred.
Prefer 5 years of executive managerial experience in budgeting and finance in a school district, college or related governmental environment.
High level of knowledge of full-cycle accounting process, State and Federal financial reporting requirements, and Governmental Accounting Standards (GASB) applicable to financial statement preparation..
LICENSES, REGISTRATIONS, CERTIFICATIONS: CPA licensed preferred
Fingerprint Criminal background check required for hire
Valid driver’s license
KNOWLEDGE, SKILLS & ABILITIES: Ability to manage the financial health of a 30+ million dollar organization under both growth and constrictive economic environments.
Ability to interpret legislative and judicial actions that will impact the District.
Demonstrated ability to be an effective leader utilizing Evidence Based Leadership.
Ability to professionally communicate both verbally and in writing with internal and external stakeholders, including the School Board.
Remain positive and supportive of the school’s mission, vision and values at all times.
Maintain positive, collaborative, professional relationships with staff and community.
Ability to support all district departments in pillar and strategic plan responsibilities using evidence based leadership framework.
Ability to create and analyze state and federal financial reports as requested.
Ability to serve on bargaining teams and actively participate in negotiations.
Responsible for the annual update of the school ADMW.
Ability to meet strict deadlines.
Ability to work collaboratively with the Board of Directors and present financial data at routine board meetings.
Ability to develop Requests for Proposals for procurement of services and capital projects including public notice and establishing legally compliant review and selection processes.
Provide Financial Analysis to Board, staff and community.
Review and authorize contracts on behalf of the District in compliance with policy and state statute. Ability to effectively handle multiple high-level responsibilities simultaneously.
Ability to coach and mentor direct reports
Actively participate in district evidenced based initiatives.
