The Finance Division at Carnegie Mellon University responsible for providing financial management, enterprise planning and stewardship in support of education, research, and strategic goals of the university. As part of the Business Systems and Services Team, the payroll department supports the entire scope of pay operations for CMU, to include staff, faculty and students, international and domestic multi-state locations, and works in close collaboration with the human resources division.

We are seeking a knowledgeable and motivated Payroll Manager to join our team, contribute to the transformation, and make a difference. This is an exciting opportunity for someone to evaluate, develop, recommend, and implement payroll policies, processes and system improvements designed to improve business operations within the university. You will lead and develop a team in processing payroll in a compliant and accurate manner. You will be responsible for managing and directing the day-to-day operations, to include supervising and distributing work, facilitating issues, auditing staff transactions and communications for accuracy and compliance, and supporting professional development, coaching, and mentoring of the staff.
Core responsibilities include:
- Serve as a mentor and support the continuous learning and development of the payroll team
- Maintain master copies of payroll policies and procedures documentation to ensure and manage accuracy
- Design, implement, and facilitate the training programs for personnel within the division regarding operating policies and procedures
- Perform additional tasks as assigned; other tasks include, but are not limited to: contribute to developing strategies and plans for future project initiatives; perform analytical research and development of metrics; lead business re-engineering activities
- Ensure accurate payroll processing, reconciliation and recordkeeping of multi-state payroll; ensure accuracy of payroll deductions for employee contributions including insurance and garnishments
- Review daily work performance reports to understand progress and address gaps as needed
- Review and monitor established payroll processing metrics and manage team's performance against the established metrics to ensure accurate payroll processing
- Provide guidance on high risk, internally escalated payroll issues and discrepancies (e.g. union, expat, and other special pay situations)
- Ensure tax calculations and withholdings from all payrolls are accurate and filed in a timely manner
- Direct and manage activities related to W2 processing
- Collaborate with all university constituents to actively identify ways to gain processing efficiencies and / or resolve system related issues
- Oversee overpayment process and ensure compliance with federal, state, and local law
- Oversee and support internal control audits and other compliance audits, including pre-audit and post-audit activities.

You should demonstrate:
- Strong leadership skills
- Accountability and a strong dedication to meeting team objectives
- In-depth knowledge of Payroll including transactional processes and related administrative activities, as well as taxation and compliance considerations
- Ability to contribute to an outstanding customer-service environment, including application of tact and diplomacy when dealing with customers
Qualifications:
- Bachelor's degree
- 10-15 years Payroll Experience
- Strong analytical and problem solving skills
- CPP-Certified Payroll Professional - American Payroll Association (APA) Preferred
- A combination of education and relevant experience from which comparable knowledge is demonstrated may be considered.
